I looked over the alpha test rpg rules on the buckyohare.org. They didn't really impress me. The best system for action rpgs that I've found is Cartoon Action Hour. Season 2 is available at drivethrurpg. (There is also season 1 on drivethru but it is very different.) The game is designed to emulate action cartoons from the 80s like GI Joe, He-Man, Thundercats, Transformers, etc.
They are currently doing a kickstarter for season 3. Despite only just going live they have already met their goal. They have some interesting options. The collaborator levels allow you to develop a series for pdf publication.
I was thinking of doing a Bucky O'Hare like series. Obviously it can't be Bucky O'Hare unfortunately. One thought was to make it set later perhaps during a new amphibian war. The caecilians (probably in some robot suits) organize the frogs, toads, salamanders and newts to attack the other animals. It could take more of a Star Trek influence than Star Wars. So instead of beings rebels against an evil empire perhaps have the mammals be the Federation and amphibians being Klingons. (These are just some thoughts of the top of my head. I'm not saying I'm going to do it or even like it. I just thought I'd see what people thought.)
Despite liking Cartoon Action Hour, I wonder if a less free-form system might be easier for younger players (assuming that is what you are aiming for). Specifically something like the Harvesters in space. Unfortunately I think Troll Lord Games have a lot of flaws and have a hard time recommending them. They have a space version of their siege engine system but from what I've read about it, it is far more complex.
